My latex has gone dull and a bit sticky, can I bring it back?

I pulled out a latex top I had not worn in months and it has lost all its shine and feels slightly tacky to the touch. It is not torn, just sad-looking and a bit sticky.

Did I wreck it by storing it wrong, or can I get it back to how it was? I do not want to make it worse by using the wrong product on it. What is the right order to do this in?
