Does hair and makeup need to match the outfit or fight it?

Going to my first proper event in something I am genuinely pleased with, and now I am stuck on the rest of it.

My instinct is a strong lip and hair up, on the basis that the outfit is already dramatic so everything should match. My friend says that is too much and the outfit is doing enough on its own.

Which is right? Or is this entirely a taste question with no answer?
